Rather it is planned and organized by forces with access to mil equipment (guns and transport). While SA has a long history of mob riots and destruction, reports on the ground say this is different. Some state governors have issued executive orders banning mandates, such as S. Carolina. Only two I can find have passed bills into law prohibiting mandates. Arkansas and Utah. Montana is close to a signed bill.
