China Braces For Possible Large-Scale COVID-19 Outbreak: Leaked CCP Documents

The Chinese regime has notified local authorities to prepare for a large-scale outbreak of COVID-19, according to leaked internal documents obtained by the Chinese Epoch Times.
One document, titled “Notice of Further Strengthening of Epidemic Prevention” was issued by the Chinese regime’s State Council, and forwarded by Fujian provincial government to local authorities on Sept. 30. The other is a “National Day Epidemic Prevention Notice” issued by the State Council on Oct. 1 and distributed by the Fujian provincial officials to local authorities.
The documents are both marked “extra urgent.”
Both notices request enhanced preparations for an emergency response to the outbreak, with the Chinese Communist Party (CCP) putting forward at least two standards for local authorities.
One is to build central isolation sites, with local authorities required by the end of October to create facilities of not less than 20 rooms per 10,000 people. The scale of each isolation site must be more than 100 rooms.
According to public data, the population of Fujian Province in 2020 was 41.54 million. As of Sept. 19, the province has set up 35,691 quarantine rooms in 296 central sites.Based on the standard set in the notice, Fujian Province will need to build at least 83,000 quarantine rooms by the end of October, which is about 47,000 rooms in less than a month.
According to one expert, the requirements for the COVID-19 quarantine sites reveal the real situation of the pandemic in China.
Sean Lin, a former virology researcher at the U.S. Army Research Institute, told The Epoch Times: “This reflects the CCP’s concern about the rise of the epidemic. It must have been concealing the true epidemic in mainland China, otherwise, it would not suddenly issue a national notice of emergency preparedness.”
“Notice of Further Strengthening of Epidemic Prevention” requires the establishment of a five-layered control system.
It states: “Township and street CCP cadres, community grid staff, grassroots medical workers, police, and volunteers shall jointly implement community epidemic prevention,” such as “strictly implement[ing] community prevention and control,” or locking down residential communities.
Lin said that the control system is actually to tighten social management in local areas, and “the CCP’s purpose is to tighten control.”

I’m talking about the Executive Order (EO) commanding all US companies with more than 100 employees to mandate the COVID vaccine for those employees.
I can’t find the EO. I don’t see it in the Federal Register, where it’s supposed to be published. (Note: the following two Biden EOs only cover Federal employees and Federal contractors.)
If it hasn’t been published, then there is no mandate.
If there is no mandate yet, then obviously, none of the companies are under any obligation to enforce it.
OSHA is apparently the federal agency responsible for framing a set of regulations for the mandate, including fines. But federal agencies only construct regulations after a law has been passed or an EO is issued.
If I’m correct, and no EO has been published, we have an odd situation, to say the least.
Governors and lawyers have been threatening to sue, because the EO is unconstitutional and overrides state powers. But if there is no Presidential EO, then all these legal cases would be meaningless, because, again, there is no official mandate.
Is the White House stalling? Do they realize the EO and the mandate will be overturned in court? Are they hoping to achieve corporate compliance without an official mandate?
I’ve queried several lawyers. One suggested that so far, in this situation, the feds are mandating by bluffing.
That indeed would be extraordinary.

“Het kabinet mag in beginsel afgaan op de adviezen van het OMT”
Deze uitspraak van de rechter doet mij denken aan de uitspraken bij de 5G rechtszaak. Rechters gaan ervan uit dat de overheid op adviesorganen mag afgaan. Die adviesorganen hebben dan een patent op de wetenschap, die niet meer ter discussie gesteld mag worden. Heel onwetenschappelijk dus. Bij 5G bijvoorbeeld, beroept de overheid zich op een aantoonbaar frauduleus rapport van de Gezondheidsraad (stralingsbewust) in haar claims dat 5G niet schadelijk is voor de gezondheid.
Waar deze manier van werken me ook aan doet denken, is de strategie van ondermijning zoals beschreven door voormalig KGB agent Yuri Berezmov: Psychological Warfare Subversion & Control of Western Society (youtube), en de strategieën voor het omzeilen van democratische processen zoals beschreven door Patrick Wood in zijn boek over Technocracy.
Kort samengevat: laat de democratische instituties overeind, maar verplaats de macht, beslissingsbevoegdheid, budget, beleidsvorming etc. naar niet-democratische organen. Op die manier kun je je erop beroepen dat er nog steeds democratie is, terwijl de echte macht vanachter de schermen uitgevoerd kan worden. Vaak hebben het bedrijfsleven en NGO’s grote invloed, maar zijn deze instituties voor burgers onbereikbaar. In het geval van deze rechterlijke uitspraak over covid beleid ligt de macht bij het OMT.
Hier zijn enkele voorbeelden voor wat ik voor mezelf de ‘bestuurlijke zweeflaag’ noem:
- Vereniging van Nederlandse Gemeenten (VNG). Probeer een raadslid een vraag te stellen, en je krijg meestal geen antwoord. Krijg je dat wel, dan volgen ze veelal VNG beleid. Dat orgaan is niet verkozen en hoeft geen democratische verantwoording af te leggen.
- ICNIRP – dit is een private NGO dat met een draaideur en fondsen van telecombedrijven. Overheden beroepen zich op hun richtlijnen wanneer het gaat om elektromagnetische blootstellingsnormen. Die nemen onze adviesorganen dan over. En volgens de rechter mag de overheid daarop vertrouwen.
- Instituut Fysieke Veiligheid (IFV) – dit instituut in de bossen van Arnhem heeft een grote hand in het veiligheidsbeleid, inclusief covid. De opzet erachter zorgde ervoor dat gemeenten tijdens de corona crisis hun niet eigen veiligheidsbeleid kunnen volgen, zoals traditioneel het geval was. Een commissie van niet-gekozen burgermeesters overschreef de controle, beslissingsbevoegdheid en zeggenschap van alle wel-verkozen gemeenteraden. Macht is daarmee gecentraliseerd en overgeheveld naar een orgaan waar de meeste mensen geen weet van hebben.
- WHO – de bij het Wereldgezondheidsorganisatie aangesloten landen verplichten zich WHO-beleid te voeren. Het WHO is grotendeels gecoöpteerd door belangen van Bill Gates en big Pharma, zoals klokkenluidster Astrid Stuckelberger uitlegt in dit interview bij Corona Ausschuss: The corruption of the WHO.
- De EU: In dit artikel dat ik schreef voor Gezond Verstand leg ik uit hoe ondemocratisch de opzet en werking van de EU is: De onbekende macht van de EU besluitvoerders. Tegelijkertijd hebben we soevereiniteit aan dit orgaan overgeheveld, zonder dat hier een 2/3 stemming in de Tweede Kamer of grondwetswijziging over is geweest.
Er zijn er nog veel meer voorbeelden, maar deze illustreren hoe het werkt.

This is a difficult to read overview of a twitter thread. However, it contains a wealth of information on how education aligned military research is gearing up to shape and control the executive function of children while they are growing up.
It fits with the 1KD Wellcome Leap project that Whitney Webb has written about:

Sharp piece on the all-pervasive confirmation bias that makes sound studies on the matter all too scarce.
In any case, the takeaway is that the consensus of the soundest masking studies published prior to Year Zero (2020)—i.e., that masks don’t work—is still the truth; and that truth will be seen as such again, when/if enough of us recover from the current mass psychosis.

As far as masks go, there are basically two kinds of studies. There’s the kind where they do variations upon getting people to cough without cloth over their mouths and then with cloth over their mouths, and then compare how much stuff is expelled. Invariably, they discover that if you cough through cloth, you spray less stuff. It is hard to believe that anybody could ever care about stupid research results like this, but alas they do. Until recently, most of the research that mask brigade had in their corner was of this variety. As scientific evidence to justify community mask mandates, it was an embarrassment – the equivalent of proving that wood floats when called upon to show that a ship is seaworthy. The other kind of study, the proper kind, would be a randomised controlled trial. You compare the rates of infection in a masked cohort against rates of infection in an unmasked cohort. Here things have gone much, much worse for mask brigade. They spent months trying to prevent the publication of the Danish randomised controlled trial, which found that masks do zero. When that paper finally squeaked into print, they spent more months trying desperately to poke holes in it. You could feel their boundless relief when the Bangladesh study finally appeared to save them in early September. Every last Twitter blue-check could now proclaim that Science Shows Masks Work. Such was their hunger for any scrap of evidence to prop up their prior convictions, that none of them noticed the sad nature of the Science in question. The study found a mere 10% reduction in seroprevalence among the masked cohort, an effect so small that it fell within the confidence interval. Even the study authors couldn’t exclude the possibility that masks in fact do zero. A lot of people asked me to comment on the Bangladesh study, but the truth is, I can’t bring myself to care. In fact, I think it’s bad mental hygiene even to spend time thinking about it.¹ The reason is that a pervasive publication bias weighs upon this entire area of inquiry, which is why the authors of that Danish study had such a hard time. There is enormous pressure, always and everywhere, to produce findings that Corona containment measures are effective, and enormous bias against findings that Corona containment measures are not effective. When strong biases like these emerge, they taint all of the published research to the point that you can’t trust any of it – not even the good-faith, high quality stuff. Over the past year, you have to imagine that untold numbers of researchers around the world burned through millions and millions of dollars in grant money trying to prove that masks work, with studies of all kinds. The studies that failed to prove they work were mostly junked. The Danish researchers were rare in their persistence: Why fight battles to get unpopular results into print, just so you can earn the opprobrium of the I Love Science crowd and have your research smeared by prominent public health mandarins and epidemiologists with named chairs at major universities?
