HB4244 IMMUNIZATIONS DATA REGISTRY UPDATE
Thank you to all the Illinois Advocates who took swift and immediate action to OPPOSE HB4244 (for a third time), an Immunizations Data Registry bill. By 9:00 am on January 28, 2022, within 12 hours of posting the Call to Action for the February 2, 2022, Human Services Committee meeting, there were over 3,000 Witness Slips completed and hundreds of emails sent to the Committee Members in OPPOSITION to HB4244. Around 10:00 am on January 28, 2022, Rep. Bob Morgan moved HB4244 to the Special Issues (HS) Subcommittee.
However, and of very important note here is that HB4244 is still on the Human Services Committee hearing schedule for February 2, 2022. At any moment, HB4244 could be moved or voted out of the Special Issues (HS) Subcommittee and will land back with the Human Services Committee hearing on February 2, 2022. We are keeping a close eye on this and recommend that our advocates continue to take action with Witness Slips, emails, and phone calls.
Also, please be advised that Stand for Health Freedom is aware of and tracking five IMMUNIZATIONS DATA REGISTRY bills that have been filed and are active in Illinois and any of these bills could move at any time:

We recognize that our advocates may be feeling overwhelmed, however, there is additional legislation that is very concerning, namely HB4640, the ACCESS TO PUBLIC HEALTH DATA bill which will amend the Department of Public Health Act and, among other things, seeks to allow health departments to access your private electronic health records.

New Act 20 ILCS 2305/2 from Ch. 111 1/2, par. 22 410 ILCS 535/24 from Ch. 111 1/2, par. 73-24 720 ILCS 570/318 |
Creates the Access to Public Health Data Act. Provides that the Department of Public Health, the Department of Human Services, and the Department of Children and Family Services shall, at the request of a local health department in Illinois, make any and all public health data related to residents of that local health department's jurisdiction available to that local health department for the purposes of preventing or controlling disease, injury, or disability. Provides that the Department of Public Health, the Department of Human Services, and the Department of Children and Family Services may adopt any rules necessary to implement the Act. Contains other provisions. Amends the Department of Public Health Act. Provides that emergency access to medical or health information, records, or data shall include access to electronic health records, provided that the local health authority shall be unable to alter the electronic health records. Provides that a person, facility, institution, or agency providing information under the provisions may withhold a patient's mental or behavioral health history. Amends the Vital Records Act. Not surprising that State Rep Bob Morgan moved the hearing once again! It is now Wed, February 2, at 9:00 am.
There were over 13,500 witness slips the first time. Then we had over 27,000 witness slips the second time. Let’s continue to make our voices heard!!!

On Thursday evening, January 27, 2022, Rep. Bob Morgan stealthily moved HB4244 back onto the Human Services Committee Hearing schedule for February 2, 2022, at 9 am.
Because Rep. Bob Morgan failed to respond to emails and phone calls from his constituents asking for confirmation in writing that he was, as rumored, pulling/tabling the bill, and additionally, ilga.gov had not been updated to indicate any change as of this writing, Stand for Health Freedom and our Illinois partner, Protect Parents’ Rights in Illinois were unwilling to publicly assert that HB4244 was dead – based solely on rumors.
