Can anyone answer this question about COVID-19 “vaccines” and the risk of prion disease?

Please provide scientific understanding if possible that a layperson like myself could understand of this possibility that Covid-vaxed persons may be spreading prion disease to people around themselves who are not vaccinated. It sounds quite serious but I do not understand it:
