To MCM: I am surprised there hasn’t been more publicity about the policy advice given to Bush by the Heritage Foundation right at the beginning of this administration (January 10, 2001)—see online “Taking Charge of Federal Personnel”. This piece prints out to 20 pages and on page 10 you will find, in so many words, the advice that Bush should put political loyalty before expertise when making an appointment. This theme is repeated throughout the paper, which is a blueprint for getting rid of a career federal government and substituting Grantism. Results? The Iraq reconstruction, Katrina, Walter Reed, the eight fired attorneys—the list goes on.
